Disputing with the Majlis over the method of implementing subsidy reform plan, the administration was accused by the lawmakers of recourse to unlawful acts. Meanwhile speaking to Khabar Online, Iraj Nadimi, the parliamentary advisor of the government began to argue for the statesmen's initiative.
The administration idea of boosting the revenues resulted from implementing subsidy reform plan from 200 trillion rials (20 billion US dollars) to 400 trillion rials is its main challenge with the Majlis. By taking 1389 as the second year of subsidy reform plan execution the government has doubled its hypothetical income.
But such justification has not convinced the lawmakers and turned to another conflict between the Parliament and the administration.
Nadimi said that while the Parliament has passed subsidy reform bill about two months ago, the entity didn't set 1389 as the first year of its execution, "The government regards the year the Majlis officially notified proposing the bill to the government (1388) as the first year of its implementation," he commented.
When a question raised: Based on the law passed by the Majlis, how could the administration earn 100 to 200 trillion rials from putting subsidy reform plan into practice within a few months? He responded: "The criticism of the lawmakers refers to the first year of applying the plan. They didn't agree whether the first implementation year corresponds to the first year of executing the Fifth Development Plan or not."
"By stressing on the necessity for a slow but sure method of implementing the bill, the Parliament has not defined that it should be followed in a regular or irregular manner within the five years. In the other words, the rhythm of following the process has not been delineated and distinguished for each year."
Based on this argument he regarded the government act as lawful: "The administration can decide to follow the process as it likes and raise or drop the revenues out of executing the plan based on the condition, since it has not been asserted in the act ratified by the Majlis."
