Iranian Parliament (Majlis) passed a one-starred bill in the late November to earmark 20 million dollars on exposing breaches of human rights in the United States.

A committee comprising the representatives of Foreign Affairs, Intelligence, Interior ministries and Islamic Republic of Iran's Broadcasting (IRIB) will decide on the ways of spending the budget. 

Earlier the lawmakers had chosen to allocate the budget from the currency reserves fund. The program was postponed to the next Iranian calendar year 1389 (begins on March 21, 2010) and seemingly Mahmoud Ahmadinejad has included it within the budget bill of 1389.  

Khabar Online conducted an interview with Qolam Reza Karami, a member of national security and foreign policy commission of the Parliament on the issue as follows: 

Each year the officials allocate a budget to confront US interference against Iran. How much has been appropriated to for the next year?  

Based on the last estimation of the Parliament it will be 200 billion rials (20 million dollars) which is to be spent on disclosing human rights violations by the United States and the intervention of the country in Iran's domestic affairs. 

How and by which organizations the fund is to be used?  

A portion of this budget should be used for soft war against the United States which will be allocated to cyber and cultural organizations. Generally the measures they take against Islamic Republic establishment must be realized and countered. 

As well as software wars, another portion of this fund will be appropriated to Ministry of Foreign Affairs for exploring diplomatic initiatives against the United States. Moreover, a part of the budget will be allowed to security and intelligence organizations in the country. 

What about the budget earmarked by the US officials? How much is that and is the budget passed by Iranian parliament enough to counter that or not?  

As I know their fund allocated for cyber issues is estimated to be 45 million dollars. However it's possible that they could have ratified other budgets which I can't remember now. Our passed budget on such initiatives is in proportion with our total budget. As their annual budget is much higher than us, their passed budgets for taking various actions, for example intervention in Iranian affairs may basically exceed those of us.
