But Mr. Ahmadinejad responded that the problem was caused by the Parliament's lateness in considering the subsidy reform bill claiming that the budget bill was ready in October. Mr. President's statements are unique to him and have no legal basis. He was supposed to present the Fifth Development Plan by September 22 to the Parliament but did that in January 2010. Also based on the procedural guidelines of the Parliament, Ahmadinejad was tasked with submitting the budget bill of 1389 until December 6 but it was received by the Parliament on the late January. So he has passed the parliamentary deadlines several times.
On the contrary to his remarks I should say that the administration's delays in offering the economic bills have wasted the lawmakers' time, making them unable to study the Fifth Development Plan before the annual budget bill.
But at the press conference yesterday and even earlier the President has declared that does not buy the views of MPs like you saying that if there is a shortcoming, it is from the side of the Parliament not the government.

The founder of Islamic revolution, the late Imam Khomeini said that the Majlis tops all bodies of our state. Presently the Supreme Leader Ayatollah Khamnei underlines that all must be subordinate to the law. So it is the President who should coordinate his plans with the Majlis.

Do you think that such a motive currently exists among the MPs? Particularly as we know that for questioning the president the consent of at least 75 MPs is needed.
No, such a drive does not exist. As I said before currently political considerations, a conservative approach and decisions made out of expediency are prior to fulfilling the legal duties of the Parliament. Of course conducting such legal duties, from notifying the government to questioning the president and interpellation depend on the Parliament to decide. At the moment the entity has remained silent unwilling to exercise its monitoring powers.
So it is expected that once again Mr. Ahmadinejad is to complain about the allegedly fundamental amendments made to the budget bill. He will possibly send a letter to the Parliament Speaker Mr. Larijani or will appear at a state TV program to censure the lawmakers.
The amendments at most will affect about 2 or 3 percent of the budget bill. Last year the Majlis simply amended 3.5 percent of the budget bill. Of course the extent of amendments has always been so like.
However I must notify that this time some articles of the budget bill 1389 will be completely eliminated by The MPs, since in these articles the government has played the role of the legislator. while under the Islamic Republic's constitution, legislation in budget writing is illegal and the government does not possess such power.
