Deputy secretary of Iranian Supreme National Security Council, Ali Bagheri asserted that while the world powers are pressing the Islamic Republic, the negotiation over Tehran's nuclear program would not be constructive.

Speaking to Khabar Online, Bagheri who is the deputy in foreign policy and international security affairs noted: "Tehran nuclear declaration provides a general framework for nuclear cooperation including fuel swap. But the details of such change must be defined through interaction with Vienna group [comprised of the United States, France and Russia as well as International Atomic Energy Agency (IAEA)]." 

"The US, France and Russia have announced their views on Tehran nuclear swap declaration," he said, "in a near future Iran will inform IAEA of their response." 

On the sidelines of the G15 summit held in Tehran on May 17, Brazil brokered a pact with Turkey approved by Iran to send the Islamic Republic's uranium abroad for more enrichment. But the confidence building plan was not welcomed by the West powers. 

Analysts say the content of the declaration signifies that what signed at Tehran meeting was rather a letter of understanding than a finalized 'protocol' and it will be simply put into practice when all parties approve it.

Earlier Brazilian foreign ministry officials had cited the fuel exchange agreement with Iran saying additional sanctions would prevent rather than lead to a negotiated solution. Turkey and Brazil expressed their opposition to the new punitive measures against Iran but both failed to prevent the ratification of the resolution 1929 imposing the fourth round of embargos on the Islamic Republic. 

In the meantime, European Union foreign affairs chief, Catherine Ashton has voiced EU's willingness to follow negotiation with Iran over its nuclear program. Earlier Iran's Foreign Minister Manouchehr Mottaki said that Tehran is ready to begin dialogue with Vienna group and is providing an agreement draft on G15 tripartite deal. 

 As Iran has set conditions to continue talks on the issue, a new round of European tours has started for Mottaki who is to interact with Vienna group paving the way for the implementation of nuclear fuel swap through diplomatic actions. 

However Bagheri believes that the response of Sa'eed Jalili, Iran's top nuclear negotiator and secretary of the Supreme National Security Council to the West offers a sort of pathology on the past talks held between Iran and the Group 5+1. 

"Beginning a new round of negotiations on the issue demands a number of preconditions as well as a framework and a defined goal to be achieved. The ground must be prepared to make new hopes for productive talks, not as when one of the parties cannot make logical proposals, it has recourse to force and illegal means to press the other one," he said.

Deputy secretary of Iran's Supreme National Security Council added: "A survey on the past meetings and negotiations held between Iran and the West powers reveals that such approach will not lead to an adequate result."
