Definitely if the Fourth Development Plan had been implemented convincingly in a lawful manner, currently we would have been in a better situation. In recent years when the world was not faced with economic crisis and we were not struggling with bank credits problem, the ground was more provided for establishing the real prices of energy carriers.
How is the current situation for executing subsidy cuts plan?
Obviously no economist believes that present condition is the best for implementing subsidy reform project, but any move which can benefit our economy should begin as soon as possible. Here are the crucial issue is the management of such a project. If the details are not taken into consideration, it would be quite probable that subsidy reform bill is faced with serious obstacles in implementation process.
In your view when the convenient time for implementing the project will come?
As a matter of fact, the convenient time came in the past but the issue was not considered well.
Looking at the situation in a more broad perspective, we can observe that while the government has not presented the report on its practices in the Fourth Development Plan, it's near to finish compiling the Fifth Development Plan. On the other hand, the issue of subsidy reform bill is also at stake and the government is determined to execute that. It means that the government has to accomplish three major tasks at the same time. Regarding the importance of all three objectives and the fact that the government will be extremely busy on implementing subsidy reform bill, what could happen to the private sector, particularly if the government has no compiled program for the next year?
The program must describe the government objectives in economic terms and provide a trustful basis for the entrepreneurs and investors. But if the economic activists feel that what is introduced as a program for the next year may change, they will be unable to adapt themselves with changing directions and objectives.
