For Tehran, the advantage of being the capital of Iran is receiving the lion's share of governmental budget.

But the disadvantage lies in the major part of the government's unseen expenses which have placed a heavy burden on the shoulders of capital dwellers. 

Unlike 5those in developed countries, Iranian governmental ministries have no plan to make up for the damages caused to Tehran's people. In this regard the most important problems include garbage collecting, traffic jam, parking, air pollution and awkward buildings. 

Each year more than 1000 billion rials (almost 100 million dollars) is spent on collecting garbage in Tehran. A large portion of this expense is created by those ministries which can be called "garbage making machines", although they play a very minor role in paying this price. 

Tehran's traffic jam is almost due to the governmental ministries established in the city. 

While huge billboards and stands indicate to the development of internet and electronic services, the major portion of customers for hotels and motels of Tehran include those who come from near and remote cities and towns to follow their administrative affairs. Many arduous comings and goings result from the backward administration system.

Although the 8th IRI government allocated considerable financial aids to urban projects of Tehran particularly subway and bus service, Tehran's mayor of that time, Mahmoud Ahmadinejad was complaining that these aides are not enough. In his last days as the mayor of Tehran, Ahmadinejad wrote a letter to Mohammad Khatami, the Iranian president of that time which can still be a reference text on what the capital demands from the government. 

A Part of this letter reads: "In recent decade, current, maintenance and development costs of Tehran have increasingly grown arise from the migration of people of the other cities to the capital." Also in his letter, Ahmadinejad asked the former president to allocate at least 3 billion dollars budget in the beginning of the Fourth Development Plan to enable Tehran's Municipality to provide public transportation services including subway.

But nowadays the government of Ahmadinejad is to cut the subsidies paid for governmental services, while by no means does not feel responsible to pay the expenses which impose on people of Tehran. If the government was supposed to pay for the damages it has caused to the environment, according to international standards it had to pay more than several billion dollars a year.
