To suggest that the council will okay the ratification, Kadkhodaee said over two thirds of the Majlis has voted for the establishment of the sports and youth ministry.
The response by Kadkhodaee, the Guardian Council spokesman, came after he was asked whether the establishment of ministry does not contradict the fourth and fifth development plans.
He said the Guardian Council acts according to the Constitution and Shariah (law, seen as deriving from the Koran, hadith, ijma', and qiyas).
